Approval of Minutes

The Board voted (5-0) to approve the open session minutes of the April 16, 2013 and May 21, 2013 meetings.

Approval of Administration and Finance Committee Minutes

The Board voted (5-0) to approve the Administration and Finance Committee minutes of the October 9, 2012, November 13, 2012, December 11, 2012, January 8, 2013, March 19, 2013 and April 16, 2013 meetings.

Amendment to the Chicago Public Library Bylaws

The Board proposed to revise the process for amending the Bylaws of the Board of Directors of the Chicago Public Library and Chicago Public Library System. The amendment would allow modifications of the Bylaws to be made solely by a majority vote of the members of the Board and no longer require approval of the Administration and Finance Committee.

The Board voted (5-0) to approve the Bylaw amendment.

Dissolution of the Administration and Finance Committee

The Board proposed a motion to dissolve the Committee on Administration and Finance of the Board of Directors of the Chicago Public Library and the Chicago Public Library System. This action would transfer all powers and duties of the Committee on Administration and Finance to the full Board and revise any outdated language in the Bylaws.

The Board voted (5-0) to approve the dissolution of the Committee on Administration and Finance and revise any outdated language.

Commissioner’s Report

Kathryn Ludwig, Deputy Commissioner of Administration and Finance, gave the Commissioner’s report which included a recap on this year’s newly redesigned ASID program that focused on themes of innovation and creativity, introduced the “Geeks in Residence” pilot project launching this summer in an effort to offer more services to entrepreneurs, provided an update on the CPL Maker Lab that will launch on July 8th at the Harold Washington Library Center, announced the Edgewater branch library opening ceremony that will take place on Sat, June 22nd, 2013 and the ALA Annual Conference occurring next week in Chicago. There was also a reminder that all CPL locations will be closed on Thurs, July 4th, 2013 in observance of Independence Day.

Summer Learning Challenge

Elizabeth McChesney, Director of Children and Young Adult Services, began with a PowerPoint presentation on the Summer Learning Challenge. The presentation included a video produced by the National Summer Learning Association that illustrated the gap in learning between low and middle income children, discussed the redesign of the Summer Learning Program, introduced the STEAM initiative and suggested ways to continually engage children and influence learning during the summer break.

Policy Recommendation: Covered Beverages in the Library

Andrea Telli, Assistant Commissioner of Neighborhood Services, presented results on the pilot project that allowed patrons to use covered beverages in the Library and recommended that a revision be made to the Guidelines Governing Use of the Library policy to permanently adopt this practice. Beverages were and will continue to be prohibited for use in the following spaces: 9th floor Special Collections and Auditorium at the Harold Washington Library Center; the Harsh Collection and Auditorium at the Woodson Regional Library; and the Ravenswoood-Lakeview Collection at the Sulzer Regional Library.

The Board voted (5-0) to approve this policy amendment.

Report of the Committee on Facilities

Director Valenti delivered the report of the June 12, 2013 Facilities Committee meeting that was held at the Humboldt Park branch Library and moved that the Board approve the Committee on Facilities minutes of the April 10, 2013 and May 15, 2013 meetings.

The Board voted (5-0) to approve the above mentioned meeting minutes.

Director Valenti’s report included a review of the Humboldt Park branch library and described its history, renovated 5000 sq ft addition to the children’s space and detailed information about CPL’s first stand alone YOUmedia space at the branch which influences digital learning through science. The report also provided an update on Capital Projects including the Edgewater branch which is on schedule to open on June 22nd; the Albany Park branch opening Summer 2014; the Bookmobile which will be available by mid-July to serve the Albany Park residents while the new branch is under construction; and the Chinatown branch which has completed Phase I and is currently in the design/build phase.

He also mentioned that the Illinois State Library Public Library Construction Act Grant application was submitted to the State with three areas of planned projects: system improvements, envelope renovations and interior improvements, and the CPL Innovation Lab.

Chicago Public Library Foundation Report

Patty Siebert presented the report of the Chicago Public Library Foundation and reported on private funding activity that has occurred since the last Board meeting including several new grants awarded, an announced the new Junior Board and information on the 2013 Carl Sandburg Literary Awards Dinner occurring on October 23, 2013.

Other Business

The Board congratulated Yvonne Triche, Joseph Ferrarell, Karen Mariani-Mondala, Maria Zakrzewska, Mark Van Hyning and Roberta Webb their retirement from CPL.

Questions and Comments from the Audience

The Board entertained questions and comments from the audience regarding Board member attendance, the Summer Learning Challenge, how CPS and the Library could work together to add more libraries in public schools, and long-term employment for teens.

Chicago Public Library Board of Directors Meeting

July 4 Closure

All CPL Locations will be closed in observance of Independence Day on Thursday, July 4.

ASID

The ASID program was redesigned this year and received great feedback from staff. The focused themes of innovation and creativity as well as the Maker Labs and the Unconference were well-liked. We are currently forming the planning committee for next year’s ASID and look forward to getting more feedback as we begin planning 2014.

Geek in Residence Pilot

The Chicago Public Library is in the process of exploring an innovative “Geek in Residence” pilot project this summer in an effort to provide more meaningful services to entrepreneurs and better connect all our patrons with Chicago’s growing technology sector. The pilot will provide incubation space for a technology start-up at the Harold Washington Library Center and open office hours for patrons to stop in and get advice from the entrepreneurs.

Maker Lab

CPL's Maker Lab will open to the public on July 8th on the 3rd floor of the Harold Washington Library Center. This will serve as the inaugural project of the CPL Innovation Lab, a space the Library will use to test innovative service models. During the six-month pilot, the IMLS funded Maker Lab will introduce adults, teens and families to new software and equipment for product design and fabrication. The Lab will offer hands-on experience through instructor led workshops, as well as self-directed learning. The Maker Lab will be open for tours and demonstrations when there are no scheduled classes. Summer workshops will include: Beginning Sewing, Jewelry Making, E-textiles (clothing that lights up) and Building Robots. Every Sunday will be Family Day. With YouMedia as a partner, the Maker Lab will offer a bridge for teens to continue to expand their digital skills. YouMedia will run summer teen programs on Tuesdays and Thursdays, where students will learn how to use all of the equipment and become in-house “maker mentors” to adult patrons.

Edgewater

All are welcome in joining us at the opening of the new Edgewater Branch located at 6000 N. Broadway on Saturday, June 22 at 10 a.m. There will be an opening ceremony and ribbon cutting at 10:30 with Family Day activities by Children’s Musician Sandy Lucas and Family Fun Science with Dr. Mike Davis to follow until 3 p.m.

ALA Annual Conference

Chicago is hosting the annual ALA Conference next week. The conference includes programs, updates, conversations, and other events around key issues such as digital content and e-books, technology in libraries, innovation, books, authors, leadership, library advocacy, community engagement, and library marketing. CPL staff will be attending, participating, and presenting. We will provide a full update at our next Board meeting in the fall.

Approval of Minutes

Due to the lack of a quorum, the minutes of the Facilities Committee meetings on April 10, 2013 and May 15, 2013 were not approved.

History of the Humboldt Park Branch

Sarah Tansley, Humboldt Park branch manager, provided a brief history and overview of the branch describing the branch’s 5 previous locations and renovations the current location including a 5000 sq ft addition to the children’s room. She also highlighted details about CPL’s first stand alone YOUmedia space for teens at the branch which influences digital learning through science and illustrated some of the branch’s unique features such as the option for patrons to check out fishing poles and circulating magazines.

CPL Capital Projects and Facilities Reports

Assistant Commissioner Telli supplied the Capital Projects report and presented information regarding the Edgewater branch which is 98% complete and on schedule to open on June 22nd; the Albany Park branch opening Summer 2014; the Bookmobile which will be available by mid-July to serve residents of the Albany Park neighborhood while the new branch is under construction; and the Chinatown branch which has completed Phase I is currently in the design/build phase.

Junior Board

The Foundation has established a junior board, comprising 48 energetic young members. At the recent Printer’s Row Litfest, the Board collected over $1,000 in donations for t-shirt and raffle tickets; sold out of CPL t-shirts; and collected 60 new email subscribers for Foundation email communications. The Foundation is so pleased that the Junior Board is expanding the public's general awareness of the work of the Library Foundation on behalf of the Library.

2013 Carl Sandburg Literary Awards Dinner

This year’s Carl Sandburg Literary Awards dinner will be held on October 23 at the Forum at UIC. The Carl Sandburg Literary Award for Fiction will be presented to Chilean-American writer and advocate for the civil liberties of women and girls, Isabel Allende, author of “House of the Spirits” and “Island Beneath the Sea”, as well as the newly released “Maya’s Notebook”. The award for non-fiction will be presented to Michael Lewis, best-selling author of “The Blindside”, “Money Ball” and “Liar’s Poker”. Christine Sneed, a Chicago based author of novels and short stories, including the critically acclaimed “Little Known Facts” will receive the 21st Century Award. This year, the event will continue to feature a Chicago author at every table. Our emcee will be Bill Kurtis and leading the discussion with Ms. Allende and Mr. Lewis is host of NPR’s Weekend Edition and author, Chicago native Scott Simon.

Dinner Co-Chairs are Tom Ricketts, Chairman of the Chicago Cubs and Marcy Carlin, Executive Vice President of Essex Investment Management and a member of the Foundation Board. The Event Producer is once again Foundation Board member Donna La Pietra. To date, we have already raised one third of our revenue goal! Please mark your calendars for October 23 for another memorable evening to benefit the Chicago Public Library.
