The Board voted (7-0) to approve the minutes of the regular meetings on March 15, 2016 and April 19, 2016.
Policy Recommendation: Food Permitted in Designated Areas (action required)
Anne Miskewitch, Division Chief of Business, Science and Technology, presented a recommendation to the Board to revise the Guidelines Governing Use of the Library policy as it relates to food in designated areas of the Harold Washington Library Center.
The current policy states – Please do not: Sleep, eat or drink (except for covered beverages)
Recommendation - Please do not: Sleep, eat or drink (except for covered beverages) in designated areas for food consumption.
The Board voted (7-0) to approve the revision to the Guidelines Governing Use policy.
CPL Capital Projects and Facilities Report (info only)
Andrea Telli, Assistant Commissioner of Neighborhood Services, presented the Board with updates on the Independence branch, major maintenance/repair projects and projects in planning:
Updates
- Independence – Library has been closed since October 30, 2015; branch contents are currently being cleaned and treated J.C. Restoration Inc.; the claims process for artwork that was on display at the time of the fire is nearing completion; the landlord has begun his process to make repairs to the building’s structure and 2FM is currently negotiating a new lease with the landlord; the branch is expected to reopen in Q1 2017.
- Maintenance/Repair Projects
- Legler – Phase 1: Entry stair rehabilitation project - notice to proceed was given to JOC on February 26th for the entry stair rehabilitation project, substantial completion anticipated for July 2016. Phase 2: window restoration and replacement of the front doors; upgraded toilet rooms for ADA compliance; LED lighting in historic atrium laylight; roof replacement, masonry and parapet repairs.
- Sulzer – Scope: complete masonry façade repair work on 100% of the building elevations; demolish existing roofing system down to metal decking and install new two-ply modified bitumen roofing system; install new heavy gauge aluminum gutters; install new skylight in broken frames to match existing. Current activity: east elevation tuck-pointing and masonry repair is complete; work refurbishing the cooling tower and elevators has started; fire alarm contractor has completed basement demolition, installed fire alarm panels and has started new piping on all floors; they will begin pulling new wire for fire alarm. Upcoming activity: windows and skylight are anticipated to be installed in Aug/Sept due to long lead time; will be starting west elevation tuck-pointing in 2-3 weeks; confirming lead time for chillers, installation is anticipated in June/July; installation of new automatic push pads and refurbishing of entry doors is anticipated in June due to lead time on materials.
Projects in Planning
- Early Learning Areas – final design meetings and cost estimations for the early learning spaces at Little Village and West Pullman are in progress; PBC has solicited bids from JOC contractors using their Bid safe program; anticipated completion Summer, 2016. Early learning spaces at the remaining 15 branches and HWLC Thomas Hughes are being designed by Gensler; architects of record (to execute the program and vision) include Studio ARQ and Onyx; design kick-off to be forth-coming; PBC is in the process of prequalifying contractors for the sites; phased through 2017.
- Whitney Young – Scope: repurpose and expand existing building for a new and larger library; the new library could include an early childhood area for children, YOUmedia digital lab for teens, computer commons, additional seating, new state of the art furniture and equipment, additional meeting and study spaces and refreshed collections; budget approx. $5 mil for construction and $1mil for interior remediation. Press announcement occurred on April 18th with Mayor Emanuel, Ald. Sawyer and Commissioner Bannon; CPL has engaged PBC to begin the design and development process for the new library.
- Woodson – Scope: new terra cotta façade with metal panels in the rear of the building with matching color; new energy efficient and insulated windows, exterior doors and entrance with automatic push pads for accessibility; new curtain wall which will bring natural daylighting into lobby and 2nd floor; film with digital images applied on glass on south and southeast elevations; new energy efficient and insulated roof; new modern interior and exterior security cameras; renovation and modification to the lobby and monumental stairway; construction of two new 2nd floor study rooms. May 10, 2016: - Bid opens (extended from April 14); 3Q 2016: Contract is awarded; 4Q 2016/1Q 2017: Construction begins depending on long lead construction materials.
- Services During Closure: Neighboring libraries will house Woodson staff to provide additional services during construction. Additional information will be available once the closure dates and duration are finalized with the contractor.
- Harsh Collection Security: The 1999 addition housing the Harsh Collection will be secured during construction. The archives will be protected in the specially designed, climate controlled, space where it is housed. In addition, security staff will be on site throughout construction.
- Vivian Harsh Collection Access: Harsh Collection staff will be temporarily relocated to Special Collections at the Harold Washington Library Center. Frequently used collections will be temporarily housed in HWLC Special Collections for easy access, and staff will take intensive research requests by appointment as is current practice.

Commissioner Bannon also gave an update on the following:
- A representative from Gensler gave a presentation on the Strategic Vision of the Harold Washington Library Center. The Board was look at the proposed Children’s space that will offer areas for children to work individually or in groups and community area for children of all ages to congregate. Other areas within the Library that are not being utilized will also be redesigned for patrons and potential partners to use as well.
- CPL staff participated in a day of learning on Wed, May 4th for the 22nd annual All Staff Institute Day (ASID) at the Harold Washington Library Center. This year’s seven sessions were designed to offer practical information on subjects that staff could immediately use at their work location. The emphasis for this year’s theme “Checking out the Future: Embracing Change for Continuous Improvement” was to introduce staff to tools that will further CPL’s capacity to engage Chicagoans with best in class library services.
- CPL celebrated the life and legacy of Mayor Harold Washington on Mon, May 9th during a day-long summit at HWLC. Throughout the day, many explored and highlighted the ways in which Mayor Washington’s legacy continues to enrich the city.
- On May 10, Chicago Public Library joined with The Chicago Community Trust to host On the Table events at branches across the city and in four different spaces in the Harold Washington Library Center. The events were hosted to give community members of all backgrounds a chance to gather together, share a meal and put issues and solutions "on the table." Conversations focused on finding ideas to improve communities and ways to create a more unified Chicago.
- All CPL locations will be closed on Mon, May 30th in recognition of Memorial Day.

All Staff Institute Day (ASID)
CPL staff participated in a day of learning on Wed, May 4th for the 22nd annual All Staff Institute Day (ASID) at the Harold Washington Library Center. This year’s seven sessions were designed to offer practical information on subjects that staff could immediately use at their work location. The emphasis for this year’s theme “Checking out the Future: Embracing Change for Continuous Improvement” was to introduce staff to tools that will further CPL’s capacity to engage Chicagoans with best in class library services.
The Opening Session with Dr. Pamela Meyer, commented on these times of great change, and how libraries can be more agile and innovative and leverage new competencies and capacities for strategic success.

Harold Washington Library Summit
CPL celebrated the life and legacy of Mayor Harold Washington on Mon, May 9th during a day-long summit at HWLC. Throughout the day, many explored and highlighted the ways in which Mayor Washington’s legacy continues to enrich the city. The morning panel discussion talked about Harold’s early years and was moderated by Art Norman with panelists Adam Green, Jacky Grimshaw and David Orr. The afternoon panel, moderated by Robin Robinson, defined Mayor Washington’s administration and legacy with panelists Christopher Reed, Helen Shiller, Rebecca Sive and Laura Washington. And an evening keynote address with Melissa Harris-Perry. Special thanks to Board directors Jodi Block, Josephine Gomez, Lynn Lockwood and Linda Johnson Rice who also provided the welcome at the evening event.
The HWLC Summit was made possible through the support of the Chicago Public Library Foundation and the Chicago Public Library and was presented in collaboration with the Mayor Harold Washington Legacy Committee, The HistoryMakers, Chicago Urban League and with the participation of scholars and writers from area universities and members of the community.
