Approval of Minutes
The Board voted (7-0) to approve the open session minutes of the September 17, 2013.
Schedule of Requisitions, Contracts and Licenses
Andrew Medlar, Assistant Commissioner for Collections, provided a brief overview and requested approval of four E-Content Licensing agreements and letters of agreement to renew these already existing electronic resources as well as provide additional services to patrons and more enhanced electronic content. These agreements were for the following electronic resources: Bilindex Online, Facts of File Suite, Hoopla and Reference USA.
The Board voted (7-0) to approve the Bilindex Online, Facts of File Suite, Hoopla and Reference USA licensing agreements and letters of agreement.
Kelly Fund Budget Update
Timothy Schlindwein, Schlindwein Associates, provided a concise history of the CPL Kelly Fund and submitted recommendations regarding the fund’s Investment Policy Statement and Investment Guidelines that will authorize Schlindwein Associates to manage the Kelly Fund portfolio on a discretionary basis.
The Board voted (7-0) to approve the recommendations to the CPL Kelly Fund’s Investment Policy Statement and Investment Guidelines.
Commissioner’s Report
Commissioner Bannon presented information on two Library events; One Book, One Chicago author Isabel Wilkerson hosted a sold out event on October 1st discussing her Pulitzer Prize-winning book The Warmth of Other Suns and the Isabel Allende event occurring on October 24th. Also mentioned was the Library Journal Directors Summit taking place in Chicago on November 19-20th; the Library will host 150 Library and Education leaders and feature speakers from IDEO, Civic Consulting Alliance, Bill & Melinda Gates Foundation, PewResearchCenter and the Institute of Museums and Libraries. There was also mention of the new Human Centered Design project being facilitated by IDEO and a report of the remaining 2013 and 2014 holidays.
Material Handling Briefing
Greta Bever, Assistant Commissioner for Central Library Services, gave a PowerPoint presentation and supplied background information on the Library’s process of moving materials between branch locations. The presentation demonstrated how the materials are sorted, packed and delivered from one location to another and the time for which it takes for items to complete the entire process before it reaches the patron. Due to the outdated system, we are researching new automated materials handling systems that will expedite the movement of materials and will simplify the process.
Report of the Committee on Facilities
Director Valenti delivered the report of the October 9, 2013 Facilities Committee meeting that was held at the Legler branch library. The report included a brief history of the Legler branch; which opened in 1920 and was named in honor of Henry Legler, chief librarian from 1909 to 1917, the branches popularity due to the artwork displayed throughout and upcoming programs occurring. Also discussed was the Capital Projects report that offered information on branches under construction including the Albany Park branch which is projected to open summer 2014; branches in the design phase including the Chinatown branch which is in the process of land acquisition and has scheduled site due diligence and soil testing underway; and branches still in planning including the Whitney Young branch which environmental remediation is scheduled to be completed December 2013.. Planned projects supported by the Illinois State Library Public Library Construction Act Grant were also mentioned and include new HVAC systems for 3 libraries, security cameras for 25 libraries, interior renovations for 17 libraries, carpet replacement for 4 libraries and fire alarm panel replacements for 5 libraries.

Questions and Comments from the Audience
The Board entertained comments and questions from patrons regarding plumbing maintenance issues, partnerships with companies that also provide microfiche, updating the library’s periodical regularly and interlibrary loan. Patrons were also appreciative to see the program “How Long Will I Cry” continues to be performed at the Library.

Isabel Wilkerson
We hosted a sold-out crowd of 725 for our One Book, One Chicago author Isabel Wilkerson. She was introduced by Mayor Emanuel at the HaroldWashingtonLibraryCenter for an engaging and enlightening talk.
Isabel Allende
The Chicago Public Library will be hosting an event on Isabel Allende next Tuesday October 22 at 6PM in the Winter Garden at the Harold Washington Library.
Ms. Allende has been named a 2013 Carl Sandburg Literary Award winner by the Chicago Public Library Foundation and the Chicago Public Library. The award is in recognition of her significant contribution to the literary arts.
She is the internationally celebrated author of such works as The House of the Spirits, Aphrodite, Maya's Notebook, Ripper and many more. Ms. Allende will read from a recent work and discuss her life and career.
Library Journal Directors Summit
The Chicago Public Library will host 150 US Library and Education leaders November 19-20 for a leadership summit. CPL successfully brought the summit to Chicago because of the many innovative initiatives coming out of Chicago (impact/measurement, YOUmedia, Innovation Lab, homework/Teacher in the Library etc.). The Summit will feature speakers from IDEO, Civic Consulting Alliance, Bill & Melinda Gates Foundation, PewResearchCenter, and the Institute of Museums and Libraries. The summit is called "Innovating from the Top: Where Design Thinking and Impact Measures Meet" and will be featured in the December issue of Library Journal. This further brands Chicago as leading city for Libraries and this visibility will help in our fund raising efforts.

Due to the lack of a quorum, the minutes of the Library Board’s open session meeting on September 11, 2013 were not approved.
History of the Legler Branch
Amber Proksa, branch manager, gave a brief description of the branch which opened in 1920 and was named in honor of Henry Legler, chief librarian from 1909 to 1917. The Legler branch is very popular for the artwork displayed throughout one of which includes the Knowledge and Wonder mural and is listed in the National Register of Historic Places. Programs coming soon to the residents of this community include the World Music Tour concert in November and the Story Telling Kwanza program in December.
CPL Capital Projects and Facilities Reports
Assistant Commissioner Greta Bever supplied the Capital Projects report and supplied information on branches under construction including the Albany Park branch which is projected to open summer 2014, branches in the design phase including the Chinatown branch which is in the process of land acquisition and has scheduled site due diligence and soil testing underway, rendering unveiling was held September 6, 2013; and branches still in planning including the Whitney Young branch which environmental remediation is scheduled to be completed December 2013 by the Natural Resource Technology, design and construction are pending additional funding for this branch. Planned projects supported by the Illinois State Library Public Library Construction Act Grant were also described and include new HVAC systems for 3 libraries, security cameras for 25 libraries, interior renovations for 17 libraries, carpet replacement for 4 libraries and fire alarm panel replacements for 5 libraries. The Woodson Regional library will be fireproofed properly as well.
